Could banning flavoured vaping products lead teens to cigarettes? A new study from researchers at Yale School of Public Health has found that the odds of high school students in San Francisco smoking cigarettes doubled after the city's voters approved a ban on the sale of flavoured tobacco products, which included flavoured vape juices and menthol cigarettes.

San Francisco's Flavoured Vape Juice Ban Backfires
While it may go without saying, the ban was intended to reduce the appeal of tobacco and vaping products to the youths. However, the ban appears to have had the opposite effect, leading to an apparent increase in youth smoking, which is in line with what Boston University professor Michael Siegel previously predicted in an op-ed.
"These findings suggest a need for caution", said the study's author Abigal Friedman.
Friedman, an assistant professor of health policy at Yale School of Public Health, added that even a well-intentioned law "could pose a threat to public health" if it leads to an increase in youth smoking.
The study, which was published in the journal JAMA Pediatrics, adjusted for tobacco policies outside of the ban, as well as individual demographics.
Using data from the Youth Risk Behavior Surveillance System's 2011-2019 school district surveys, the study assessed youth smoking in San Fransisco and compared the findings with those of similar school districts. According to the data, youth smoking rates were declining alongside similar districts up until the point at which the flavour ban was fully implemented. Once the ban was implemented, San Francisco's youth smoking rates increased while similar districts continued to decline.
Rather than ban flavoured vaping products across the board, Friedman suggests an alternative: restricting the sale of flavoured vaping products to adult-only retailers.
